The Dammam Independent Sewage Treatment Plant (ISTP) is Saudi Arabia’s first wastewater ISTP awarded under the Kingdom’s Public–Private Partnership (PPP) framework and a flagship project advancing the National Water Strategy under Saudi Vision 2030. Developed under a 25-year Build–Own–Operate–Transfer (BOOT) model by a consortium led by Metito Utilities, alongside with MOWAH, and Orascom Construction and awarded by the Saudi Water Partnership Company (SWPC), the plant is located in western Dammam with an initial capacity of 200,000 m³/day—expandable to 350,000 m³/day—serving nearly one million residents.
The project mobilizes private sector investment and expertise to strengthen water security, delivers efficient and sustainable wastewater treatment that protects public health, enhances environmental performance, and supports reuse of treated effluent for landscaping and agriculture, while driving local employment, safe construction practices, and innovation in water infrastructure delivery.
